How Lost & Found Works in Maryland
Maryland does not have one all-purpose lost property statute like some states. Instead, the rules around a found phone, wallet, or bag come from a mix of sources: a criminal statute that makes it illegal to knowingly keep something you know isn't yours, a courts and judicial proceedings law that governs how police release property once they have it, and individual policies set by each police department, from Baltimore to Easton to the Maryland Capitol Police.
That patchwork means a lot depends on which department ends up holding your item and what that department's own claim window looks like. A separate, unrelated track exists for unclaimed financial property, like uncashed checks or old bank accounts, held by the Comptroller's office indefinitely, but that is not the system that handles a backpack left on a MARC train or a phone turned in at BWI. ReportLost is an independent service. A free report creates a public listing; paid options add public-web monitoring, and the $25 team-assisted option also includes relevant local outreach. Agencies and venues set their own filing and holding procedures.
What the Law Says in Maryland
Maryland makes it a crime to obtain or keep control over property you know was lost, mislaid, or delivered by mistake, once you know who the owner is. Penalties scale with the value of the property, up to a felony charge at $100,000 or more. This is the legal backbone that discourages people from simply pocketing what they find.
Once police take custody of property, the law requires notification to the owner, who then has up to 30 days to secure its release. This 30-day window is the closest thing Maryland has to a statewide found-property clock, though it governs the release process rather than setting one uniform holding period for every department.
Beyond § 3-505, each department runs its own claim process. Baltimore Police generally requires scheduling an appointment with about 5 days lead time. Maryland Capitol Police policy calls for holding property roughly 10 days past the date listed on a notification letter. Smaller jurisdictions, like Easton, have their own municipal code sections covering custody and disposition of abandoned, lost, or seized property. Always check with the specific department holding your item.
The Comptroller's Unclaimed Property program, searchable at claimitmd.gov, covers dormant financial assets like old bank accounts and uncashed checks reported by businesses. Maryland law treats this property as custodial, meaning there is no statute of limitations for the original owner or their heirs to claim it. It has nothing to do with a lost purse or laptop turned in to a police desk.
When property is connected to an open investigation, Maryland courts have recognized that police can hold it as long as reasonably necessary, with no set statewide time limit. This can extend well beyond the 30-day release window that applies to ordinary found property once an investigation is involved.
Where items end up in Maryland
Lost items in Maryland typically surface at a handful of predictable places: Baltimore/Washington International Thurgood Marshall Airport (BWI), MARC train stations and Maryland Transit Administration (MTA) buses and light rail, WMATA Metro stations for commuters in Montgomery and Prince George's counties, stadiums like Camden Yards and M&T Bank Stadium in Baltimore, shopping centers, hotels, and beach boardwalks in Ocean City during summer travel season. Each of these has its own lost and found desk or contracted lost property vendor, separate from the police department property rooms described above. The city pages below list local contacts. ReportLost is independent; its free public listing, six-month automatic monitoring and twelve-month team-assisted option are described on the report form.
Lost something in Maryland?
A free report creates a public listing. The $12 option adds six months of automatic monitoring, a ReportLost certificate, an anonymous case address, and QR stickers. The $25 option adds manual research, direct service contact, report submission, local social sharing, and 12 months of monitoring.
Report my lost item →Maryland Lost & Found FAQ
Do I get my item back if someone turned it in?
Yes, once you can prove ownership. Departments typically ask for a description that only the true owner would know, like a specific mark, a passcode, or what's inside a bag's inner pocket, before releasing the item under the § 3-505 process.
Is a reward mandatory in Maryland?
No. Maryland law does not require a reward for the return of lost property. Offering one is always your choice, not a legal obligation.
What happens if no one claims the item?
Under § 3-505, the owner generally has up to 30 days after notification to claim property held by police. After that, disposition depends on the holding department's own policy, which can include auction, donation, or, in some departments, release to the finder.
Can I get in trouble for keeping something I found?
Yes. Criminal Law § 7-104 makes it a crime to knowingly keep property you know was lost, mislaid, or delivered by mistake, once the owner's identity is known. Penalties increase with the value of the item, up to felony charges for high-value property.
How long will police hold my lost item?
There is no single statewide number. Maryland courts have noted there's no fixed limit for property tied to an investigation, while ordinary found property is generally governed by the 30-day release window under § 3-505, and each department, from Baltimore to the Capitol Police, layers on its own appointment and hold procedures.
